What this statement probably means is that no one shall ever do such things. In other words, no one should ever lie,cheat, or steal because it is wrong. For example, someone has written all the answers on the test and you want to cheat and copy their answers when you know it's wrong, so it's best not to do it and write your own answers. Either way when you cheat, steal, and lie you 're not going to get away with it, but you'll get caught doing these things sooner or later no matter where you are.
